Dean Hough called the meeting to order at 9:00 a.m.

- Strategic Requests for Faculty Positions
Becky Swearingen informed everyone what was discussed at the last Budget Committee meeting regarding the RFPs. Becky said the Budget Committee can’t make a recommendation on funding until FAC ranks the RFPs. Questions as to whether RFPs approved last year and not filled would stay in the mix. Dean Hough said FAC needs to look at the Strategic Plan on the web to clarify two things: 1) what would be done at the end of the year to any prioritized RFPs that weren’t filled (departments submit again, possibly the position was worked out another way, etc.), and 2) the intent is not for Budget Committee to make decisions or re-prioritize, but to recommend to the LC how much money should be made available from the On-going Salary Savings Fund to begin searches, per RFP rankings. Currently there is about $102,000 available. The BC did not make a recommendation as to how much might be allocated to fill positions. The Dean noted that the On-going Salary Savings Fund changes periodically throughout the year as changes in personnel occur.
One FAC member felt unqualified to rank the requests, citing department bias, and stated that the administration should do that. The dean stressed the need to provide faculty an opportunity to participate in the decision-making process. The FAC examined trend data pertaining to program enrollments, head-counts, and credit hour production that were handed out at the last meeting. These are the same data that were shared at the August 19th College Meeting with updated Fall 2016 data. CFD and ECE are showing the most growth. After a discussion, everyone privately ranked the RFPs and the results were posted on the white board by Kim Finch and Deanne Camp.

The dean will discuss the above with Leadership Council tomorrow. He will inform department heads that they can talk to their faculty if their position is up for funding and the next one is also theirs to which one they would rather fill first. The information will then go to Budget Committee for a discussion on funding. At present a search can begin for one (1) position. The Dean will consult the BC to determine whether or not they would recommend transferring additional funds to permit a second search to begin at some point in the future.
- Draft COE Mentoring Policy
Michele Smith was not in attendance, so this was tabled until the next FAC meeting. The purpose is to have a college policy that can be used as a guideline for individual department policies.
- Student Teacher Supervision Travel Reimbursement Procedures
The Office of Clinical Field Experiences charges students a $350 fee; $240 goes to school districts; the $110 balance per student is put into an account and used to pay for student teacher supervisory travel. University travel guidelines are followed, and no reimbursement is made for travel that exceeds 50 miles one way.
- It was decided to not further the discussion on retirement recognitions/receptions, due to the fact that some individuals privately request NOT to have this recognition.
- Budget Committee Priorities
The following budget items were discussed at the last Budget Committee meeting with no resolution:
- Promoting Research Publications in Tier I Journals: The dean said this was proposed by a department head with the intent to have the college host receptions at conferences and to encourage faculty to promote/publish research in Tier I journals. Discussion centered around the idea that release time is nice, but could lead to needing to hire more faculty and would it have a time limit such as one or two semesters. Changes could be made to the P/T document to put more emphasis on Tier I presentations/publications. BC members would like to have more specific details and estimated costs. On FAC member stated that all faculty already submit to Tier I journals first and only go to others for publications if they cannot be published in Tier I journals.
- Update outdated special education equipment Faculty Fellows: There was no one to explain the request so the Budget Committee members had no discussion on this item.
- Faculty Equity – no resolution
- Funding for Scholarships for students to China – Ask Dr. Gilbert Brown for specifics.
- SAHE recruitment support request: FAC approved this and it is now waiting for funding.
Dean Hough said he also talked to the BC about a COE tent for home football games in 2017. Students from underrepresented schools would be invited, eat at the tent and attend the football game. The cost would be approximately $12,000 per year. The BC discussed if all of the students invited would be interested in attending MSU and especially education classes, that there would not be many MSU students around and that this should be more of a university-paid effort. Also, per the NCAA would students from all high schools in Missouri have to be invited? The dean also discussed a one-week residential program for underrepresented students beginning in the summer 2017. Students would live in dorms, and experience college life. The focus would be to invite high school juniors. Dean Hough, Gilbert Brown, Denise Cunningham, and James Satterfield will meet with Pattonville School Superintendent Michael Fulton and his staff on Monday, October 31st, to see if there is interest. Funds from the College Diversity Recruitment line would be used to fund this effort.
The dean reminded everyone about the Hill Hall renovation meetings scheduled for this Friday and encouraged everyone to attend. Everyone will be notified of the next FAC meeting date/time.
