Budget News
Dr. Becky Swearingen is the COE faculty representative on the Executive Budget Committee. She received the following from President Smart, and we are sharing same with you:
“Yesterday, the Governor withheld $6,317,673 from core appropriations for the West Plains and Springfield campuses. That is a 7.2 percent cut in our state appropriations for FY17, the current budget year. Additionally, the remaining funding for expansion of the mechanical engineering program was restricted as was the remaining funding for the UMKC School of Pharmacy Program on the Springfield campus. We anticipate that the restrictions of the ongoing core money will continue into FY18 and that additional cuts may occur. We will not know those details, however, until the Governor releases his FY18 budget on or about February 1. Last week I met with our board chair to discuss how to proceed in anticipation of this happening.
Our plan is to have a detailed discussion with the board of a framework to deal with both the withhold (which will primarily use reserve/one-time money) and the FY18 budget cuts (which will involve both revenue increases and budget cuts) in the Finance and Facilities Committee meeting on February 2, 2017, with additional presentation and discussion in the main board meeting that same day. After we establish a framework and receive board input on how to proceed, the executive budget committee will meet the following week and get to work. We will focus both on increasing revenue and reducing expenses. We will also need to brief and get input from various constituent groups before final recommendations are made to the board. I will update the board on our progress at the March board retreat.
