Dean Hough started the meeting by discussing a few things from the Academic Leadership Council meeting he attended yesterday. The next AAA meeting is February 27, 2017, 3:30 p.m., at OTC. Anyone is welcome to attend. Senate Bill 997 passed which requires all public Higher Ed institutions to have a block of foundational courses that can be transferred to any other Higher Ed institution in Missouri. One purpose is to help students that have taken classes elsewhere in Missouri to be able to get credit for them at any public institution. Budget cuts for each college/cost center for the remainder of this year and next fiscal year was also discussed.
The remaining budget for this year and next fiscal year will need to be made by cost centers due to the Governor withholding funds to higher ed institutions. Each cost center is asked to come up with two scenarios for the reminder of FY17 and for FY18, one for 5% and one for 10%. The dean does not think the remainder of this year will be problematic due to one-time funds he has, but will probably have much carry over for next year. We will currently put the three searches for CEFS and the staff position for recruitment/marketing on hold. Regarding cuts for FY18, we need to come up with guiding principles. Some lines to look at are travel funds, summer school and extra funds given to new faculty.
Gilbert gave an update from ALC on the budget cuts. More than likely the 5% cuts will be from personnel, primarily staff. When a staff member leaves, the position may not be filled and their duties would be distributed to others. Deans are encouraged to look at faculty load/reassigned time. There was discussion regarding increasing the teaching load from 12 to 15 hours and not hiring as many University Associates (Per Course). Deans are also encouraged to look at curriculum. Only essential courses should be scheduled. Retirement incentives may be offered to faculty. The dean also mentioned looking at struggling programs.
Dean Hough will work with the Budget Committee, Faculty Advisory Council, and Leadership Council regarding budget decisions. He will obtain from the Provost’s Office the exact amount of money our college will need to plan to cut. The dean estimates the maximum upper limits to be approximately $450,000 in one-time funds for the remainder of FY17 and just under one million for FY 18. LC members suggested faculty teaching assignments be increased across all departments on a temporary basis until the State budgets trends upward again. The Provost’s Office as requested all academic units offer only essential courses. The budget situation will be discussed at the COE Spring Faculty meeting tomorrow. Janice mentioned she and Ron could do some student teacher supervising. If every faculty member would supervise one student teacher, it would save us 60 assignments. Faculty working toward tenure/promotion need travel funds. Could also look at research active status temporarily. The dean added to look at program coordinators or have one that does certain duties for each program.
The NOTE project will now go through mid-June instead of ending in May. The dean asked for ideas of where it could be moved since we have to be out of Hill Hall on June 1st. A minimum of 16’ by 20’ is needed all day Monday through Friday and Saturday mornings. Janice will look at Greenwood and get back to James Sottile. PCOB is another option. We could just end it on the date we started with and offer less testing.

The Alumni Association MarooNation Ball in St. Louis is this Saturday, January 21st. James Sottile, James Satterfield, Janice, Denise and Cathy all took tickets. The dean will cover hotel and travel expenses.
NASPA’s Excellence Awards selection committee and the 2017 conference committee recognized the Student Affairs Division and the SAHE Master’s Degree program as recipients of the Grand Bronze in the Administrative, Assessment, and Information Technology, Fundraising, and Professional Development categories. Congratulations!
James Sottile
James would like to see components of assessment in ADPs and Faculty Annual Reviews. This would work for all faculty. James suggested the following for faculty documentation:
- What is your program assessment plan?
- What are your key and program assessments?
- How do you review your assessment data as a program?
- What changes have you made to your program, given your assessment data?
Dean Hough mentioned getting faculty buy-in. He would need to talk to faculty about the importance of this and informing new faculty starting next year. They should be given information about how they could go about it. Once this is in place reports could be generated for accreditation.

Thirty students and chaperones are attending the inauguration. Parts of it will be live streamed to Greenwood students. The elementary win has a new deep blue concrete floor.
