Annual Performance Report Released
The State Board of Education met in regular session on Tuesday, March 14, 2017. Public Release of the Educator Preparation Providers (EPP) Annual Performance Reports (APR) was made official at 3:00 p.m. that same afternoon. You can access the press release at:
Among the 41+/- EPPs in Missouri, only 29 have enough candidates in individual programs to allow for public disclosure. Nine of those with 14 or fewer programs were all rated in the top Tier. All MSU College of Education programs, save one, received the highest rating possible, i.e., Tier I. Campus-wide we have 48 programs. Most of those are in Tier I and a handful are in Tier II.
The APR will no doubt continue to evolve. At present, all data are program-level; there is no aggregate rating that produces an overall assessment. Until that happens, the public APR information released each spring henceforth will be subject to individual interpretation.
The first version, APR 1.0 was used in 2016 as an internal tool, as APR data are intended for use by program faculty and others to promote continuous improvement. APR 1.5 was used for the March 14, 2017, public release, and APR 2.0 is currently under development by a sub-committee of the Missouri Network for Transforming Educator Preparation (MoTEP). The Missouri Advisory Board Educator Preparation (MABEP) will review that version as will several other groups before future implementation.
Last week’s APR release demonstrates the fine job EPPs are doing across the State of Missouri. As noted above, most programs received Tier I ratings. Only a handful of EPPs had programs in Tier III, and none is in Tier IV. Missouri should be proud of its first attempt to provide data to programs, and the general public should be pleased with the results.

DESE Convening Work Groups to Revise Fine Arts Learning Standards
The Department of Elementary and Secondary Education is convening work groups to revise the fine arts learning standards for Missouri students. Missouri statutes require the MDHE to appoint two people to serve on this work group. I write seeking nominations to participate in this work.
The nominees —one representing grades K-5 and one representing grades 6-12—shall have lived in Missouri for at least three years and have taught in the work group’s subject area for at least ten years or have ten years of experience in the subject area. DESE will schedule an organizational meeting once all positions on the work group have been filled.
If you have someone you wish to nominate, please submit their name and contact information (email, telephone, and home address) to me by the close of business on March 24. Feel free to contact me with questions.
Thank you for your assistance.

Faculty Research Grants
The Faculty Grants Committee and the Graduate College have made a change to the eligibility criteria for Faculty Research Grant applications beginning Fall 2017:
A faculty member who has previously received a Faculty Research Grant must have applied for an external grant since completion of the previous Faculty Research Grant.
This wording was added onto the Graduate College’s Web page in February 2017. The Graduate College wants to be sure that you and your faculty are aware of the additional eligibility criteria.
If you have any questions, please do not hesitate to contact Dr. Tom Tomasi or Lisa Taylor at 6-5388.
Hill Hall Renovations
Dean Hough has appointed the two COE associate deans, Dr. Gilbert Brown and Dr. James Sottile as the point persons, along with Ms. Rose Lee, to advise MSU Project Design & Construction (PDC) personnel and the Helix architects regarding specific space needs for the College and academic units and support services. COE department heads, Dr. Cathy Pearman and Dr. Denise Cunningham are working directly with PDC and Helix on the design of their respective offices.
The most recent includes student space, classrooms, and an open, shared computer lab on the first floor. The second floor design houses advisement, certification, background checks, field and clinical placements, both associate deans’ offices and staff, the dean’s office, and some faculty offices. The third floor drawings show RFT, CEFS, and PSY departmental offices, along with a conference room and “break room,” as well as faculty offices. The fourth floor drawings show faculty office space, observation rooms for PSY, and computer labs.
We will need to make sure we have vacated Hill Hall as soon as possible after the spring 2017 semester ends, but no later than May 31, 2017. We are hoping to have everyone relocated by May 26th. Ms. Rose Lee is working with Jen Cox on the relocation plans. The RFT departmental office and most of their faculty will be in the Glen Isle Center. The CEFS departmental office will be in Strong Hall, along with the COE advisors. Most CEFS faculty will be relocated to PCOB. Associate dean Gilbert Brown will be at the Greenwood Laboratory School during the summer and then move to Glass Hall for the 2017 – 2018 academic year. The COE dean’s office will be in PCOB 106 and the executive assistants will be in PCOB 105. Dr. James Sottile and his staff will also be relocated to PCOB on the second floor. If you have specific questions, please address them to Ms. Rose Lee at 6-5254.
Keep Calm and Spring On,
