A 2003 MPA alum, I am currently serving as the Senior 911 Telecom Analyst for the Colorado Public Utilities Commission. I have primary responsibility for advising the Commission on matters related to policy and oversight over the state’s 9-1-1 network, including pricing, reliability and resiliency, and outage notification and tracking. I also advise the Commission regarding applications for local 9-1-1 surcharge increases and complaints received by the Commission regarding 9-1-1 service from the local 9-1-1 governing bodies.
We are currently in the process of initiating a new rulemaking for oversight of 9-1-1 service in the state, following several months of workshops facilitated by myself in which a diverse group of stakeholders provided worked together to develop draft rules. In the meantime, I have also had a number of opportunities to serve as a subject matter expert at the national level, most recently as a member of the Federal Communications Commission’s Task Force on Optimal PSAP Architecture (TFOPA).
