COE BUDGET COMMITTEE MEETING MINUTES
February 20, 2013

- Dr. Joan Test presented a budget request to pay undergraduate and graduate students to work on a research project on young children’s social cognition during Spring of 2013. The students would be viewing and coding videotapes using coding software that were taken at the Child Development Center. She requested up to $2,000 to pay the students an hourly wage. Dr. Test determined that a student could do 1-2 hours per session with accuracy, and would do 1-3 sessions per week. The information gathered would be used to request grant funding and would give the students hands on training in research methods and procedures, insight into young children’s cognitive and social development, learn new ideas about working with young children in a classroom setting, etc. Dr. Joe Hulgus made a motion that the request be fully funded, with Paris DePaepe seconding the motion. The motion was approved for funding using Program Support funds.
- Draft policies for Overload Assignments, Summer Assignments, Stipends/Reassigned Time, and Funding New or Vacant Faculty Positions were discussed.
- Policies for funding Overload Pay, Summer Pay and Faculty Stipends/Reassigned Time – Jim M., Tami A., Paris D., and Joe H. – The Overland Pay policy and the Summer Assignment policy were approved to be sent on to the Faculty Advisory Committee with a few changes. Dean Hough asked that the Stipends/Reassigned Time Policy be tabled for the time being, as the Faculty Advisory Committee has asked him to draft a policy on Stipends and Faculty Fellows.
- Policy for Study Away Requests – Janice D., Abby B., and Candace F. – This policy was approved to go to the Faculty Advisory Committee after discussion as to what the dollar limit should be for requests. The committee decision was that if the request is less than $500 per student, the Dean of COE may approve. If the request exceeds $500 per student, then it would require a two-thirds vote of the Faculty Advisory Committee.
- Policy for Funding New or Vacant Positions – Dennis K., Randy W. and Cathy P. – After discussion, it was requested that the sub-committee revise the policy submitted and bring it back to the COE Budget Committee at the next meeting.
- Dean Hough led a discussion regarding the need for a policy that would establish a fund for faculty research and student travel. Dr. Arthaud suggested that we set aside 30% of the Program Support account for this purpose. The committee approved the use of 30% of the Program Support funds to be set aside for faculty research and for the dean to develop the policy.
- Collaborative Diversity Conference and NAME Conference – Dr. Cindy Hail informed the group that there were two conferences coming up that would support a multicultural experience for our students. One conference mentioned was the NAME conference that is being held in Kansas City, and the other is the Collaborative Diversity Conference which MSU is hosting. The cost of the conference at MSU was much lower than the NAME conference, and the committee approved funding for the MSU conference. The dean will request 50 slots at the conference, and the department heads will inform faculty to encourage their students to attend, and to contact the dean’s office to get their name on the list of attendees from COE.
