- Executive Budget Committee Meeting May 4 Update
Dean Hough shared a handout which highlighted the Executive Budget Committee recommendation for use of a 1.8% increase in funds. President Smart mentioned the breakdown in his recent “Clif’s Notes”. The Missouri Legislature passed House Bill 19 yesterday. This is the bonding bill that will allow MSU to remodel Ellis and then Hill Hall. We anticipate the Governor will sign the bill. The dean intends to form a committee to discuss options. Another point discussed was an item in the increase proposal, “Staff positions for compliance & support”. It was suggested that staff needed for Assessment & Accreditation be considered for this.
- Upcoming Academic Affairs Budget Committee Meeting
The AA Budget Committee will be meeting next week to discuss the $800,000 designated for new faculty, per enrollment increases.
- Summer School Revenue Share
Greg Rainwater explained how the new Summer School revenue sharing calculations were made by the Provost’s Office. He explained the models used to determine the share each college would receive and answered questions. COE has received an additional $18,902.09 one-time transfer of funds because of increased enrollment. There will also be an on-going increase in the Summer School Budget of $27, 000, which will put the amount available for FY16 at $302,000. Dean Hough asked the committee how they would like to use these increases. The suggestions were as follows:
- Last minute class/section needs
- Give money to department (CEFS) with highest need
- Consider recruitment and/or revenue possibilities
- Save all of the $18, 902 and combine with next year’s summer allocation
- Use for classes that have long waiting lists
- To support current needs as they arise using the current system of the revised break even model.
The committee elected to give priority to those classes with long waiting lists for the $18,902 one-time transfer. For the $27,000 on-going increase it was discussed to apply it strategically using a fair system of distribution. The dean stated he would appoint a task force to work on this and report back to the COE Budget committee. The task force will include each of the department heads, one faculty from each department, Dr. James Sottile and Dr. Gilbert Brown.
- Strategic Hiring Plan and Prioritized Position Requests
The Faculty Advisory Committee discussed the Strategic Hiring Plan at its last meeting and agreed to revise the criteria for determining highest need. It was suggested that the questions on the Proposal form be re-written to more accurately reflect information needed to make decisions.
- Support for faculty involvement in local, state, national, international positions
Dean Hough informed the committee that we have many faculty involved in local, state, national, regional and international organizations and asked if a policy could be developed to support these individuals. It was agreed that these faculty should be supported, as it raises the MSU profile, but the committee was unsure where the funds should come from. The FAC asked the dean to draft a policy, which after approval from the FAC will be shared with the COE Budget Committee. The dean then asked the group about potential issues that may come up and should be addressed when drafting the policy. Issues noted: remove local service, make the review an annual process, require impact data or some type of narrative explaining how involvement would raise the MSU COE profile, clarify how funds would be spent.
Just before the meeting adjourned the dean told the committee that 3 out of the last 5 new faculty hires required a spousal hire as well. The Provost and the President both have given short term monetary support for this. The dean was very grateful and wanted the budget committee to know as we could not have hired the faculty without the help of the Provost and President.
