Kim Dubree discussed a new system being used for student teaching applications. After students apply for student teaching, they can go to the site, which they access through their My Missouri State, and see a progress bar. After initial review, Kim will email program coordinators with a list of their students that have applied so they can review and approve them. There will also be a place to click and approve if a student wants an out of area assignment. Students apply the semester prior to their student teaching so they are approved pending successful completion of the semester. This program will also have records of a student’s practicum and certification. This will be more effective and efficient. The dean asked Kim to put this in writing as a policy and to send it to him and copy Sharon. Leadership Council members will review/approve and then it will be put on the COE website.
James had Travis Marler distribute two tables; the first one had certification assessment pass rates for our college as reported in DESE APR. Information on seven certification programs/cluster groups regarding the number of students taking the test, number passing and percentage passing. The information was for 2014-15 and 2015-16. The second table had MOCA pass rates for COE as collected in Banner and reported in ARGOS from Fall 2014 – Summer 2017. A problem in gathering information on the second table has to do with students, mostly elementary education, that take the test in four parts, and do not always complete all sections the first time. DESE does not currently match names of students with the pass rates but approach will change for the APR in 2018. The dean reminded the group that the university is asking for students to have 100% on the MOCA prior to student teaching. There was a discussion as to how/if this should be done. It was decided we could have the requirement as part of our programs. This would need to go to EPPC first. The dean asked Department Heads to talk to their faculty and program coordinators to see if they would be in favor of doing this and to let him know.
James Sottile and Dean Hough have been meeting CAEP work groups for Standards 1 – 5 as well as technology and diversity strands. The chairs of the groups will call monthly meetings and some work groups will have a co-chair. Working groups were given a template to use. Faculty should use the Missouri Teaching Standards and Pearson Content Standards.
James Satterfield talked about census data on his programs. The Autism Spectrum Certificate is not doing well and currently shows one student enrolled. The two programs with robust enrollments are Special Education Cross-Category and Counseling. SAHE is down to 27; was 36 last year. His faculty have plans to recruit more students and to raise enrollment across the board. Denise handed out information on data for the Early Childhood program. She looked at MOCA data from Spring 2016 – Spring 2017 by domains. Language and Literacy did not perform well in Fall 2016 but improved in Spring 2017.
Dean Hough passed around a new Research Brief produced by Dr. Schmitt, one of COE’s part-time assessment consultants and per course faculty that details data collection and analyses of our graduates’ impact on teaching and learning from two districts. On average, our first year teachers were rated higher by principals on the MEES than others EPP’s’ first year teachers. Also of interest is the fact that after three years on the job, there were no significant differences in the ratings of beginning teachers and career teachers. The brief is now on the COE web. Dean Hough encouraged others to develop policy briefs or research briefs suitable for publication on the web.
Beginning this month, COE will document our commitment to “Creating a Culture of Assessment” by using part of the LC meetings for data reporting and discussion. LC decisions will be based on recommendations that are based on these data. It was decided LC members would do this for one hour of their meeting time as needed. The remaining time would be for college information.
Regarding faculty/staff awards/achievements, James Satterfield reported that four of his Special Education faculty are now CACREP reviewers and will be able to assist others preparing for accreditation. Denise handed out a list of faculty with their current publications/presentations/other honors. She has a sheet at every faculty meeting where faculty can add new accomplishments. Her faculty also put this in Digital Measures.
When submitting information regarding accomplishments, the dean said he does not need information regarding applying for grants, but rather that a grant was received and what is being done with it. James Satterfield reported that his counseling faculty have redesigned the admissions process which came from comments received during their CAECREP certification review. Denise said CEFS faculty are completing SWAT analysis by program and is creating action plans.
ADP staff reporting is now online. Reviewers have to put the information on the form from last year’s ADPs and are not allowed to have any proxies at this time. The dean asked those involved to read the information online and follow the procedures.
FY19 Fee Resolution Changes are due to the dean by November 1, 2017. He will submit them to the Provost by November 13, 2017. This information was emailed to everyone.
James Sottile has been reviewing syllabi. Faculty need to use the Missouri Teaching Standards and Pearson Content Standards. Department Heads were asked to work with their program coordinators and inform their faculty that current standards need to be noted in faculty syllabi. They also need to make sure they have the accurate plagiarism and diversity statements. It was suggested to send this information through email, especially the university information. The dean would like to have this done by the end of November. James will work with the appropriate CAEP Standards Group on auditing this information starting the first of December.

Sharon reminded everyone of the COE Homecoming events for next Friday and Saturday and to spread the word.

The State Teacher of the Year Banquet is October 30, 2017. The Teacher of the Year is a music teacher from the St. Louis area.
Denise Cunningham
They have been reviewing applications for the Teacher Internship Academy for next year and will have 13 students. They have eight this year. The dean added that we are saving schools $1,200 for student teaching and $1,400 for internships per year.
Karen Engler
She is working on a high school recruitment letter with Stacy Funderburk in publications. Yesterday at EPPC, Emmett Sawyer said they might not offer RDG574 this summer. Currently 27 students need the class this spring. There does not seem to be the need to have it in the summer.
Janice Duncan
Greenwood students have been getting awards in Spanish and debate. The Junior High Boys basketball team is undefeated. High School Boys Soccer is in district playoffs. The old chemistry lab was remodeled thanks to PTA. It is a beautiful room. In November, they will be breaking ground for the new locker rooms. Handicap parking will be relocated.
Dean Hough reported that the following people will be attending MACTE next week Monday, Tuesday and Wednesday: James Sottile, Kim Dubree, Travis Marler, Ximena, and Karen Engler. The dean will attend portions of MACTE each day but will return to campus, rather than staying overnight.
Monday’s department head meeting will be replaced with a focus group population meeting to include department heads, associate deans, and consultants.
