Request for Staff Position

As staff personnel needs arise, each department or unit within COE is encouraged to submit a request for that position using this form. Proposals for positions should be submitted to the Dean’s office. Members of the COE Dean’s Staff Advisory Council individually will review proposals and evaluate using the rubric appearing at the end of this form. All evaluations will be compiled and considered by the entire Council. A ranking of positions and rationale for each will be developed and submitted to the Dean of the College of Education. The Dean will present the position rankings with rationale to the COE Budget Committee and COE Leadership Council for approval. The Dean will authorize positions according to budget constraints and other relevant circumstances not considered during the proposal review process. This procedure can be initiated any time a department head or other division leader recognizes the need for a position. Position rankings are subject to review and revision when a new position proposal is submitted. When a position has been approved and a search initiated, that position is removed from the position ranking plan.
When submitting a personnel request, please provide the following information:
Department or Unit: Assessment and Educational Field Experiences – College of Education
Position Title: 2448-Assistant Coordinator of Educational Field Experiences and Assessment
Job Description (100 words max.) Full-time permanent position performing duties for Assessment and Field Placement offices. Assessment duties will include data entry and data management (import and export of large data sets) related to Taskstream (TS) and banner. Field Placement duties will include securing placements for practicum students; producing reports for stakeholders such as the Field Placement office, Program Coordinators, Dean or Associate Dean of COE, and federal reports (example: Title-II); processing FCSR background checks for about 1500 practicum students and student teachers each semester; verifying teacher candidates’ DESE Educator Certification System profile and substitute certificate; and, revising practicum and student teaching forms and Student Teaching Handbook. See attached position description.

• Position improves the ratio of staff to faculty/students served – This position would allow the placement coordinators to resume one-on-one meetings with student teachers to discuss the student teaching expectations, which in the past has reduced the number of student teachers requiring movement and/or removal from student teaching. Assist assessment staff so more time can be spent with faculty related to Taskstream.
• Position provides office coverage – 40 hours per week – This position would increase office coverage when part-time employees are not here and one full-time employee is out of the office.
• Position reduces stress, boosts morale, and decreases errors – This position would eliminate the overtime currently worked by staff which would reduce stress, boost morale and decrease errors.
• Position provides for adequate access to privileged information and online systems – Making this a full-time hire would allow the access required to process the privileged/confidential information required by the staff.
• Position resolves potential of staff performing work outside of job classification – This position would allow the Coordinator of Field Experiences to focus more on progress, innovative ideas in field placement, state requirements, relationships with school district administrators and MSU education programs, assessment systems (Taskstream) and an EPP-wide placement database. This position would allow the Clearance Specialist to focus solely on clearance requirements instead of field placement process and increase the timely processing of background check requirements.
• This position has existed in the Field Experiences Office in the past, and is currently vacant. The position has been modified to include Assessment duties.
2. Expertise

• Position provides for unmet skill set – A full-time hire will provide the skill set required for the responsibilities in these offices which part-time personnel hired each semester will not possess. A full-time position would also allow for the accumulation of knowledge and experience required to work independently which will eliminate re-training each semester.
• Position meets required regulations/accreditation needs – A full-time hire will allow for more accurate, timely, and consistent data entry for assessment to meet state regulation and accreditation needs.

Please address the bullet points relevant to how the proposed position provides for student and program support:
• Increasing enrollment trends – Students in the Taskstream system will be a constant issue with about 1700 active students each semester. Given the TS system, the assessment office will be able to monitor enrollment trends to determine program growth. A responsibility of this staff position will be to assist in report writing.
• Deadlines for students – A full-time hire will increase the efficiency in which students are notified of these deadlines, which will also increase the likelihood of students’ meeting required deadlines for application, clearance document submission, and other requirements for student teaching. A full-time hire will also reduce the amount of repetitive training conducted for part-time staff temporarily performing these duties, which would drastically increase efficiency.
• Monitoring student program benchmarks – Taskstream has numerous transition points that need constant monitoring that is presently completed by one person for the entire EPP. It becomes an overwhelming task at the beginning and end of each semester to ensure students complete the tasks in the data management system. Another person is needed to help with this process.

GENTLE REMINDERS
Advanced-Level Programs: When Should I Include Them? | All self-study reports due after Sept. 1, 2017 need to include advanced-level programs. Self-study reports due before Sept. 1, 2017 do not. If your site visit date is in fall 2017, you do not need to include advanced-level programs because your self-study report will have been completed several months before Sept. 1, 2017.
