In attendance: Gilbert Brown, Denise Cunningham, Kim Dubree, Janice Duncan, Karen Engler, Rachel Heinz, James Satterfield, Emmett Sawyer, James Sottile, Michelle Satterfield, Tami Arthaud, Cathy Pearman
Gilbert Brown talked about the proposed COE joint programs with Hainan Normal University in China. Gilbert and his committee members (Denise Cunningham, Michelle Satterfield, Tami Arthaud, Emmett Sawyer, and Cathy Pearman) have been discussing the development of master degree programs for Hainan. These programs would utilized the 3+1+1 approach. Students would attend Hainan for three years, then enroll in COE classes for one year to complete their degree and then enroll in one additional year to complete a master’s degree at Missouri State University. Graduate Certificates were also discussed. Gilbert had Sharon email a brochure to everyone this morning. There are seven programs that would be offered:
- Autism with Graduate Certificate in International Perspectives in K-12 Special Education
- Special Education – Blindness/Low Vision with Graduate Certificate in International Perspectives in K-12 Special Education
- MSED K-12 Principal
- Educational Technology
- Early Childhood/Special Education with Graduate Certificate in International Perspectives in K-12 Special Education
- Elementary Education-with Graduate Certificate in Curriculum & Instruction
- Master of Arts in Teaching (Graduate Certificate Only)
The students would align with practicums as appropriate for their master’s degree in PreK-12 placements such as early childhood/preschool classrooms, high school, elementary and agencies. They would attend classes Fall, Spring, Summer, Fall, and Spring. The plans have to be approved by the administrators in China. Gilbert and Tami will be going there after May graduation to discuss these partnerships. Tami will also be there to complete a Faculty Exploratory visit to develop a future faculty-led student study away program. Most of the classes need to be seated. They can take nine hours online. Karen mentioned a secondary program that could work for them. Gilbert will meet with her to discuss it. Travel to China is being paid from Jim Baker’s office with a portion of the travel expenses for Tami’s exploratory trip covered by Faculty Exploratory Study Away Grant funds.
Emmett and representatives of our college and the Community Foundation of the Ozarks met with prospective candidates for scholarships in the OTC/Hispanic Initiative. The OTC program was founded in 2010 and the purpose is to attract candidates who would get certified to teach and return to teach at rural school districts in Missouri. Hispanic students were invited and given information about the scholarship opportunities.
James Sottile handed out a MEES rubric draft for Standard 1 and MEES Teacher Candidate Assessment Tool. They are a DESE and MACTE initiative. James and Kim are on the committee. He explained that the scoring is 0-4 versus a 7 point scale that schools use for evaluations. The document needs to have changes made to it and then reviewed again. When finalized, this would be proposed to take the place of the MoPTA.
Rachel Heinz gave an update on Bear POWER. They have started the first admissions process, which is available online. The deadline to apply is April 2, 2018. A maximum of ten (10) students will start in January 2019. The website outlines the program, and has estimated costs. Dean Hough, Rachel, et al. from MSU will attend the Midwest Inclusive Post-Secondary Alliance (MIPSA) meeting on April 20, at University of Missouri – St. Louis for a regional summit. This organization was begun by Dean Hough last year. MIPSA members across five states will be in attendance and discuss best practices and inclusive residential life.
COE department heads and others are working on connecting programs with schools in urban and rural areas. They are currently working with Pattonville School District identifying students that would like to earn a degree in education and attend Bear Partnership this summer. So far, eight students are interested. Gilbert has arranged a meeting with Denise, James Satterfield and Juli Panza in Pattonvile on April 20th to meet the new superintendent. They would like to start an Internship Academy there in Fall 2019. Gilbert will also work on an MOU with them. The Dean will be at the MIPSA Regional Summit in St. Louis and, therefore, will be unable to attend. He will meet with the current and new superintendent the evening before, however. Rob Hornberger, MSU Assistant VP for Enrollment Management and Services is an alum of Pattonville. He is going there on April 6 to talk to some students about our university.
Gilbert, Dean Hough, James Satterfield, Denise Cunningham and Stephen Kleinsmith are going to meet with the superintendent and others at Lee’s Summit School District on March 6. This is in the Kansas City area. They will engage in exploratory talks about establishing the Bear Partnership Program and IA with them. An MOU will also be discussed. Since Fall 12, the Field Placement office has had 28 students placed in the Lee’s Summit School District for student teaching. Six students have requested placement there for Fall 18.
Denise Cunningham and Sarah Tipton have goals to expand the Internship Academy to other areas. They would like to place students in the Kansas City area in Fall 2019. They have ten to twelve students who requested to student teaching assignments in the St. Louis area for Fall 2018 and believe they could get the same number of students for the Kansas City area for Fall 2019.
Search Updates
James Satterfield: The search committees for the SAHE and Counseling positions will be discussing who to bring in for interviews. The RFT Department Head search committee continues to try to recruit applicants, as the position will remain open until filled.
Denise Cunningham: Two positions in CEFS have been posted. The first consideration date for Asst. Professor is March 12 and Clinical Instructor is March 19.
Emmett Sawyer: RFT has two searches for Foundations and are bringing in three people to interview. They are starting a search to replace Deanne Camp.

Dean Hough
A policy for hiring/reviewing graduate assistants was started a while ago. Everyone with graduate assistants needs to complete the Review of Graduate Assistant Work before spring break. Send hard copies to the dean and again at the end of Spring semester. Also, the Dean will have FAC review the COE strategic hiring policy at the meeting on March 7. The document is for creating or shifting positions.
James Sottile
Ximena Uribe-Zarain, James Sottile, Heather Lepper, Sarah Pratz, Megan Millmann, and Olubusayo D. Famutimi had two papers presented at the Eastern Educational Research Association. One of the research papers will be used for documentation for CAEP related to the teacher follow-up survey. Dean Hough requested copies of the presentations, and Dr. Sottile agreed to send them to him.
Sharon Lopinot
Everyone working on contacting people to attend the focus groups March 27, 28, and 29, was reminded to send her and Rose the names/emails of those who have said they could attend so invitations can be emailed to them.
Janice Duncan
The new locker rooms should be ready by Fall. They have half of the donations collected needed for the new gym. The main entrance of the gym will be off Bear Blvd. Hopefully it can be completed in two years. They are completing kindergarten registration and offering contracts.
James Satterfield
His faculty are interested in the 3+1+1 program. They are looking for more ways to be innovative. They are also looking at incorporating SAHE.
Kim Dubree
There are questions about the application system for student teacher supervisors. Denise answered that everyone has to apply unless they have worked two semesters in a row. This also applies to out of area people. Kim has nine students who requested areas other than Springfield, Kansas City or St. Louis. She will need to get the word out regarding supervising students to those areas so they can apply to supervise.
Emmett Sawyer
Sarah Nixon completed requirements for Diversity Scholar. She also received the Diversity and Teaching Award from FCTL. Kayla Lewis is continuing to work on the dyslexia certificate. All of the courses are online. The dean added that we will be the only university in Missouri offering this. It should generate a lot of money.
Karen Engler
She discussed how to get word out about student teacher supervisors and how to contact people out of the designated area to get them to apply.
Denise Cunningham
They are expanding the Internship Academy to St. Louis. Webster Groves and Clayton School Districts want to work with her. She handed out information on summative evaluation by supervisors for the Internship Academy Comparison Spring 2017. She also handed out data on 2015-2017 Internship Academy graduates, those who received certificates, and employment breakdown. Dean Hough asked her to look again on the numbers/percentages for the information on employment. They have 50 applications for the Internship Academy for next year with 14 being early childhood. The Applicant Tracking System for student teacher supervisors may be posted tomorrow. If not, it will be the following Friday.
The meeting adjourned at 11:00 a.m. The three department heads were asked to meet with the Dean in his office.
