MoTEP Meeting March 22, 2018 Minutes
Thanks to Russ Brock for providing the following notes from last week’s MoTEP meeting:
Suzanne Hull updated the group on Program Approval and Certification. She indicated that since the State Board is not able to function at this point, that no new programs can be approved. Any programs that have existed prior to August 1, 2017 can make minor changes that would not require approval by the State Board. She also talked about the APR Shadow data being released this fall. She said the data released this fall would be the 2016-17 data, and the data for 2017-18 would be pulled in February of 2019. More would be discussed about this at MACTE or MoTAC. She also talked about the plan to improve the MEES and replace the MoPTA with a stronger version of MEES. They are still working on the rubric with the scale beginning with 0 which indicates “no knowledge”, 1 is emerging, 2 is developing, 3 is skilled, and 4 is exceeding.
The work groups assembled and continued to work on meeting their long range goals. The Partnerships committee reported on the work they have been doing with a Triad Training model which included University supervisors, cooperating teachers, and student teachers. This has been piloted this year, and 3 training sessions have been scheduled for May 4, 10, and 16, and each EPP may send up to two representatives to one of these Train-the-Trainer sessions.
The Statewide Data Systems group reported that a group in St. Louis has a platform that could become a statewide data system platform, and suggested investigating that further with the possibility of that becoming a system that would allow for Pk-12 Districts and EPP’s to share information about Teacher performance.
Our own Nate Quinn presented the plan that is in the development stages for changing the Principal Evaluation System.
Sara Perkins presented their plan which is also in the development stages for changing the Counselor Evaluation System.
Rene Burress also presented a plan which is in the development stages for changing the Librarian Evaluation System.
Some comments were made concerning how good it would be if all the evaluation systems used the same language for the rubrics and describing performance.
Another issue about credits transferring in from out of state institutions was brought up by one institution.

CAEP Update
On Friday, April 6, 2018, the CAEP Writing team will work from 9:00 a.m. to 4:00 p.m. on the following:
- Alignment of CAEP Standards to Key Assessments and Other Evidence
- Review CAEP Definition of and MSU use of “Key Assessments”
- Review CAEP Definition of and MSU numbers of “Initial” and “Advanced” Programs
- Review Number of MSU Certification Areas and Number of MSU Programs
- Application of CAEP Evaluation Frameworks for Assessments
- Take Stock of Evidence We Have
- Identify Evidence We Need
- Create Matrix of Key Assessments and Evidence by CAEP and InTASC Standards
- Discuss Agendas for Continuous Improvement Series
The seven Continuous Improvement Seminars are now taking shape as we continually improve each session. We anticipate having a good number of program coordinators, department heads and public school guests on hand for each seminar. The dates/times/topics are listed at the end of this Post under meetings/events.
