Dean Hough asked Corey Tracy, Media Systems Engineer in FCTL, to attend LC to discuss the two electronic message boards on the second floor. Corey can install the program, BrightSign, and Bright Author for whoever is assigned to work on this in the College. He suggested using Power Point and save them as jpegs. We would have the ability to add videos, photos, have transitions, scrolling at the bottom of the screens and numerous other things. The Dean said we would put our graduate assistants in charge of this and Larry Dudley would be the trouble shooter. Corey said both Hill Hall conference rooms have been set up to use computers, either with an HDML cable or wireless. We would also be able to use ZOOM conferencing.
Gilbert Brown met with Jim Baker last week to discuss the China COE Initiatives. Undergraduate and 3 + 3 programs were discussed. Jim would like us to move forward, but to also include graduate programs and certificates. Gilbert would like to start working on starting an SAHE doctoral program for the college. Two faculty members, Michele Satterfield and Tami Arthaud, have been involved in teaching Chinese students and/or administrators. Dean Hough reminded everyone COE enrollment is down and that working with China would be a good way to address it. Anyone interested in being involved with the teaching aspect should contact Gilbert. Dennis Lancaster said the West Plains Campus has a 2 + 2 collaboration between China and Business. This is an option for students who could then transfer to MSU to complete their degree.
John Reinert, who works on compliances, discussed the procedures that are followed when he receives a background check finding. When he receives a finding, he notifies the department person and student the same day. The department person takes no action at this time on the initial notification. The student meets with John to discuss the finding procedures. After the student is issued a Substitute Certificate, John emails the department a 2nd time, then the student meets with the department person. The department emails John regarding if the student can continue/discontinue in the program. Regarding non-education students, John is contacted and the department person decides to approve or not approve the student for the practicum. John completes all paperwork. The department person lets the student know the final decision.
Karen Engler discussed two handouts regarding MEES. One regards Cooperative Teacher Training and the other one had information regarding the testing year. MEES replaces MoPTA. DESE has trained trainers across the EPP and state on this process. Students pay no fee and the information is in Taskstream. Diane Buatte added that only the supervisor and cooperating teacher enter information on the student. They enter a summative score. Students need a score of 24+ to be recommended for certification. This is a field test year, changes may be made or tweaked.
James Satterfield discussed a request for an Assistant Professor, SPE (Mild/Moderate). Dean Hough said he would share with the FAC and BC but the search process could move forward with the formation of a committee, funding plan, and approval process in the Applicant Tracking System while those groups review same. Dr. Satterfield has moved an open line in counseling to special education, where he had a need.
Currently, newly hired faculty receive $10,00 in start-up funds that can be used to help off-set costs associated with moving, travel, and other necessary expenses. Some questions have been raised regarding purchases. Department heads drafted a policy to set some parameters and sent it to the Dean. New faculty could request funds within specified areas that fall within the dollar amount parameters. Dean Hough reminded the group that all items purchased with University funds, including start-up, remain the property of MSU. After a discussion, everyone thought it was acceptable. Dean Hough will present it at the first Faculty Advisory Council meeting.
Our college has an Adjunct (Per Course) Faculty Policy regarding their pay according to their degree. Dean Hough discussed that individuals hired could have a masters in the area they will be teaching, but a higher degree in a non-associated area. This raised the issue of appropriate pay for the job being performed. The group discussed changing compensation to not exceed the degree associated that matches the job duties for which the individual is being hired. The following comments were made following a discussion:
– Needs to be some discretion allowed
– Some courses may be hard to recruit, so it may be necessary to pay more
– There are parts of most doctorates that are related to what they are teaching
– Most higher degrees are related to a person’s masters in some way, but in some cases can be totally unrelated
– Department Heads hire individuals that can teach the course and associated with their degree
– It is fair to have an individual’s degree related to what they are teaching
– Having a terminal degree shouldn’t be an automatic for higher pay
Dennis mentioned that they hire a good number of per course faculty at West Plains. A number of those hired also look for other places to teach. Dean Hough will discuss this issue at the first Faculty Advisory Council meeting.
Cherri Jones, Head, Infant Through Grade 12 Resources at our University, emailed the Dean and asked if she could be sent a brief history of COE, including Greenwood, along with statistics regarding student enrollment. She would like to give her assessors more information about the students they serve. Members discussed that it would be good to have an official blurb posted and available that would be on the home page of our website and be used for numerous pamphlets, letters, etc., that everyone could use. Numbers should be “approximates” and would be updated every year. Denise and Juli will work on this. Janice will provide information on Greenwood.
Stephen Kleinsmith needs updated materials on departments/programs to be used for recruitment. Everyone should look at what they have and see if it is up to date. He plans to meet with each program to identify how the program is doing, is there low enrollment, and how to go about promoting/increasing enrollment. As a group, they will identify problems, work on common themes, and game plans/timelines. This will be for undergraduate and graduate programs. James Satterfield brought up an idea his faculty member, Nate Quinn, made. He suggested “A Bear in Every Building”. Thus, having a graduate teaching in every school; district. Everyone liked the idea.
Travis Marler sent out the email to all faculty members regarding the draft self-study report. Faculty are asked for comments/corrections to be emailed to Judy Gregg. Dean Hough handed out the latest version of Standard 4. We need to have a plan in place and one cycle of data by February 2019. He worked with all department heads who took one of their programs and used the suggested format from the Continuous Improvement Seminars. We need to be consistent and have this information for all advanced programs. Judy Gregg said they need reports on: Early Childhood, Special Education, Gifted, EAD, Principals/Superintendents, Deaf/Hard of Hearing, Blind/Low Vision, Special Reading, and Math Specialist. She will email the list to the Dean, who will work with the department heads.
Dean Hough is meeting will Bill Cheek tomorrow. Bill is meeting with all deans to discuss University Outreach. Denise mentioned she is on a committee regarding this. They are looking at all activities under the umbrella of Outreach to make sure they are where they should be and if some activities should be added or deleted. The Dean is going to recommend he meet with Dennis Lancaster at the West Plains Campus.
Stephen Kleinsmith is organizing a Professional Development session for all staff. The topic is Generational Differences. The session would be from 11:00 a.m. – 1:00 p.m. on one of the following dates: August 29-30, September 17, 18, 24 and 27. Stephen will email this information to LC members. After he gets input, an invitation will be emailed to all staff. Lunch will be included. All agreed this a good idea.
Dean Hough is going to have two Continuous Improvement Seminars this fall and two more in the spring. The Provost has agreed to pay for the meals, but COE departments will need to pay for P/T meetings.

Juli Panza
– Majors Fair – September 20, 9:00 a.m. – 3:00 p.m., Plaster Student Union Ballroom
This is a great opportunity for students to learn more about majors and academic departments at MSU. Juli needs more faculty to attend. She would like at least one per department. Let her know.
– 2018 Fall Showcase – Saturday, October 6, all day
This popular Open House is for prospect students and their families to explore all the University has to offer. She also needs faculty to attend. Let her know
Janice Duncan
– Current enrollment is 385. They may break a record this year.
– New locker rooms should be finished in two weeks.
– They should be getting a 50% match for the money raised for the new gymnasium.
– Their students had the highest ACT scores so far.
James Satterfield
They have received one application for the RFT Department Head opening.
Denise Cunningham
– The Child Development Center is filled and has 88 children enrolled, plus a waiting list. They ended their year in the black for the first time. The Dean mentioned that Greenwood did the same.
– The Director for Bear POWER position will be posted tomorrow.
– They still have graduate students being admitted and classes are full.
– Their first department meeting is tomorrow.
Emmett Sawyer
– The Dean’s office worked with him on a mailing/email blast regarding the new Dyslexia Certificate to Missouri schools, principals and superintendents. They have already started receiving phone calls. The class is online and starts in January.
Denis Lancaster
Dennis is the Dean of Academic Affairs at the West Plains campus. He has been at West Plains for 26 years. They also have an enrollment problem and are especially in need of teachers in rural areas. He wants to work with us and attend LC meetings at least once a month. The Dean asked him if MOETS was still around and he was not sure. They are hosting a meeting with numerous superintendents soon. Stephen K. asked if he could receive an invite.
