Dean Hough announced two events occurring on November 28, 2018.  One is The Bears in the Know luncheon on November 28th, at 11:30 a.m.  Sara Tipton and Robin Koerber are presenting on the year-long Internship Academy. LC members who would like to attend should contact Rose or Sharon by week’s end, so reservations can be made.  On the same day Dean Hough will be present the Population, Education, & Economy study to The Southern Ozarks Alliance for Rural Development at a meeting in Willow Springs at 6:00 PM. This report includes findings in the ten-county area surrounding West Plains.  In general, while the population in this rural area is decreasing, the need for teachers is increasing, and the number of individuals choosing education as a career is declining.

Dr. Suzanne Hull, DESE Coordinator, Educator Preparation, attended the meeting at Dean Hough’s invitation. Dr. Hull serves as the DESE representative on CAEP Accreditation site team visits in Missouri.  Suzanne addressed CAEP visit logistics and shared experiences serving on CAEP site teams over the past two years. The team will arrive on Sunday, November 3, 2019.  During the morning she and the team lead meet with the Dean and President.  The Dean will give an overview of education programs, and the president will give an overview of the University.  Interviews will be scheduled with a variety of groups, including but not limited to:  students, graduates, adjunct faculty, PK-12 partners, cooperating teachers, superintendents, directors, faculty, staff, etc.  Dr. Hull will send Dean Hough a list of groups site teams normally meet with.  It is important to have sign-in sheets for attendees at each meeting.  We need to make a copy after everyone has signed in before giving the sheet to the team rep.

MSU will be the first EPP whose advanced programs will be reviewed by CAEP.  We have phase-in plans and cycles of data for every program.  Suzanne mentioned we could delay the visit due to CAEP’s uncertainty with regard to how they will review advanced programs, but after a discussion, the LC agreed to proceed as planned since we have already completed the work necessary of advanced program review.

Regarding reliability and validity, data need to be clear, concise, convenient and show alignment with CAEP Standards, Key Assessments, and course syllabi.  The biggest challenge is for the assessment team to have easily accessible data tied to the standards and cross-referenced throughout all evidence.  Dean Hough reiterated that our documents need to be clear and concise, the appendices short and concise, with links to data used as evidence.

A question was asked regarding how in the past we have been held accountable for not having enough underrepresented students and would it affect our review.  Suzanna said it depends entirely on the composition of the CAEP site team.  All AFIs from the past have been addressed in Annual Reports, so we will not have to respond to them during the site visit.  On diversity, we need to make sure we share data with all areas we work with.  James talked about the Bear Partnership, which will be in our report.  They invite underrepresented students to campus for one week in the summer.  Students take short classes such as ACT Prep, the college process, financial aid, admissions, and job opportunities.  We are looking for students that will enroll in education programs.  The number of rural school districts interested in participating is growing.  The program is anticipated to grow each year.  Our college has good intentions regarding recruiting diverse students, but it is not working.  Suzanne said we need to just present what we have and have data/information to back it up.

DESE has a “Grow Your Own” team.  The former teacher of the year from Lee’s Summit North is leading it.  She met him at a meeting (will send us his name) and was very impressed.  He is good at recruiting and has a wonderful after school program for students.

Our Internship Academy is in its fourth year.  Year-long internships now include elementary, middle school, early childhood, and FCS.  Special education and some secondary programs are currently studying the feasibility.  This program gives students a year-long experience with a Master Teacher.   We are partnering with schools to give the students their best experience.  Students that have gone through this process are interviewed and hired.  We will include some of these students in the group interviews. Dr. Hull, said no other EPP she is aware of is doing as much as the MSU COE in terms of addressing CAEP Standards and implementing and evaluating programs such as the Internship Academy. She stated that this program should be highlighted in our report, and she expects the site team to be very impressed.

The CAEP Team needs to be in a large room that can be locked at all times.  We will use Hill 339 for this.  There needs to be internet access, a printer, drinks, snacks, and meals.  Meals need to be delivered on time.  Not everyone on the team goes to every session.  After an interview, the assigned person comes back to the room to write their report and look for any missing data.  We should have an opportunity to provide it, but some teams may not allow it.

Upon completion, the site lead person meets with the Dean, President, and others and gives a report standard by standard.  We will have a certain number of weeks to respond.  Suzanne reminded everyone:

–          Interviews are evidence.

–          It is critical for our on-call person to have a phone with them at all times.

–          It is critical to have a tech person on-site.

–          Meals need to arrive on time.

–          Department Heads will interview separate from faculty.  When comparing both groups, it needs to be shown that their visions are aligned with the faculty.

–          For anything we are not doing well, it is important to explain why, but show that we have a plan.

–          The site team will be announced in December or January.  We do not have any say, but rank them at the end of the visit.

The meeting adjourned at 10:30 a.m.
