COE BUDGET COMMITTEE MEETING MINUTES
April 12 , 2019
8:00 – 9:00 a.m.

Attendees: Bill Agnew, Minor Baker, Abby Birch, Denise Cunningham, Kim Dubree, Joe Hulgus, Cathy Pearman, Emmett Sawyer, Teresa Steele, David Hough and Rose Lee
The meeting began at 8:00 a.m. with Dean Hough stating that it was Teresa Steele’s last working day at MSU and that she was retiring.
Teresa did say that her position had been posted.
Financial Services had requested that she ask if anyone in COE wanted to be added to that search committee. Bill Agnew and Denise Cunningham’s names were submitted and approved.
Dean Hough discussed the summer budget, noting departments needed to stay within budget as they did very well last year. However, he noted that the break-even cost model adopted by each department should allow each unit to provide the courses needed by students. He noted that the COE per course line is over budget, which he can cover with one-time salary savings. However, these funds may not be available in FY20. To plan for the future the Dean suggested taking a cost benefit, cost utility, and cost effects approach. Much conversation ensured regarding these three types of budget analysis.
Minor Baker asked – What is our baseline efficiency level?
What is our program efficiency level?
Joe Hulgus said that it would be good to see benefits on graduating & getting a job.
Bill Agnew brought up hiring faculty or per course. (Figuring out pros and cons)
The next meeting is scheduled for Friday, May 10, 2019, at 8:00 a.m. in Hill 339.
