Greetings, Bears!
It is our hope that you are making your way through this challenging semester successfully and safely.
November 3rd is quickly approaching, and with that the culmination of another strongly debated election cycle. This election has shown the division we see in American politics and has sparked the interest of our campus community to get involved with the election and sharing their views. For many students, activism is an important part of their practicing of civility. The University views the open discussion of issues as essential to its educational mission. Therefore, the Office of Student Conduct wanted to share some relevant policies that student activist should be aware of.
Most prominent is the Expressive Activity Policy, which can be viewed in its entirety here. Here are some of the most important components of that policy:
Location
All individuals may exercise the right of assembly, free speech, and expression throughout the outdoor areas of campus, when doing so “does not disrupt the academic mission or daily university functions, and is consistent with university policy regarding time, place, and manner limitations”. Outdoor gatherings may not: destroy University property, significantly disrupt vehicular or pedestrian traffic, or any other unlawful activity. The three most appropriate locations are: The Bear Paw on the North Mall, Trottier Plaza, or the Strong Hall Amphitheater.
Noise and Content
Noise amplification is not permitted at locations other than the Bear Paw, and noise may not unduly disrupt or interfere with campus activities including classes or meetings. Content that is obscene, defamatory, or threatens violence is not permitted or protected.
Masking
In light of the COVID-19 pandemic, the University implemented a campus masking policy. This allows for masks to be worn during expressive activities, and are encouraged in outdoor gatherings where appropriate social distancing may not be achieved.
University Safety may be present at expressive activity related events to ensure the safety of participants and that all policies are being adhered to. Campus safety may be reached at (417) 836-5509 to request the presence of safety staff or to report possible violations. For concerns or questions regarding expressive activity, please contact the Chief of Staff and Assistant to the President for Governmental Affairs at (417) 836-8500.
Taking Action
Again, we understand that students want to take action. In doing so, students have the opportunity to make their voice heard. One of the most important ways is to VOTE. Obviously, this is a different time for voting so make sure you have a plan- whether you have voted already or plan to vote on November 3rd. If you are registered to vote here in Greene County, you can vote at JQH Area from 6:00 a.m.-7:00 p.m. You can also learn where your polling location is anywhere in Missouri, and learn about alternative voting methods, on the Secretary of State’s webpage.

It is important to learn about candidates and issues. No matter what side of the issue you fall on, education is key to being a Citizen Bear when practicing your right to vote. If you wish to make your voice heard, before or after the election, remember the Three Pillars of the Public Affairs Mission. Be an ethical leader, culturally competent, and engage with your community in a civil way.
