What researchers can expect:
Funding delays: Be prepared for delays in grant funding, as well as in the review and announcement of proposals.
Backlog of requests: Agencies are working to process a backlog of grant applications, peer reviews, and other administrative requests.
Budgets and awards: Requests for no-cost extensions or re-budgeting may be delayed.
Stay informed: Keep monitoring agency websites and communications for updates on new deadlines and rescheduled review meetings.
ORA is glad to answer any questions we can as we all wait for agencies to catch up with the backlog.

The National Science Foundation (NSF) adopted a new policy regarding indirect costs in federally funded financial assistance.
Effective May 5, 2025, NSF will apply a standard indirect cost rate not to exceed 15% to all new grants and cooperative agreements awarded to IHEs for which indirect costs are allowable.
Indirect costs defined:
Indirect costs support the infrastructure and administrative functions necessary for the conduct of federally supported research. These may include but are not limited to:
- Building and equipment depreciation
- Operations and maintenance
- General administration, including human resources, finance, and compliance offices

The College of Natural and Applied Sciences at Missouri State University invites you to an NSF Interactive Workshop about opportunities for federal grant funding.
The main presenter is Dr. Eleanor Sayre, Program Director in the Division of Undergraduate Education (DUE) at the National Science Foundation (NSF).

Federal agencies have substantially increased their scrutiny of compliance with administrative expectations. Management of these changes falls on universities and principal investigators.
To allow for proper review and addressing of any issues, proposals should be submitted to ORA three business days before the due date, per policy. This lead time will provide feedback and a buffer in case of unexpected problems, such as network issues, during the final submission.
Submitting proposals very close to the deadline increases the risk that they may not reach the sponsors on time or may be disqualified due to incomplete or inaccurate information.
Insufficient time for internal administrative review of disclosure information can expose the PI, key/senior personnel, and the University to serious compliance risks.
It’s time to start the NSF Major Research Instrumentation (MRI) internal process. This is the initial call for mini proposals to determine which PI’s will submit full proposals.
DEADLINES
August 5 – Mini proposals are due. Limit 3 pages. Submit mini proposals to researchadministration@missouristate.edu
These proposals must clearly describe the instrumentation being proposed, the PI’s and co-PIs involved, a cost estimate for the instrument and a cost estimate for installation and annual upkeep for the instrument. If there are room renovations required for the instrument those need to be disclosed in this proposal. The PI must also indicate where the instrument will reside.
August 6 – The ORA will distribute the proposals to the Deans. Deans will choose the top two by August 13th.
August 14th – ORA will notify all who submitted mini proposals of the final decision.
The NSF full proposal submission deadline window is October 15, 2024, through November 15, 2024. The final deadline to have the full, completed proposal and internal approvals to your ORA representative is November 12.
