Two weeks ago the Board of Governors met in West Plains. In addition to approving the $700 retention payment referenced in my last note, the board worked through several other matters important to our work here at Missouri State.
The board approved the fiscal year 2019 budget. Given the uncertain situation for state funding, the board approved a conservative budget that assumes the appropriation cuts recommended earlier this year will go into effect. The legislature’s budget does not include those cuts. The Governor has signed the legislature’s budget, and we do not anticipate any immediate withholds on our core operating appropriation. After fall enrollment numbers have been reported, and assuming the outlook for state funding does not change, we will reconvene the Executive Budget Committee and begin to work on recommendations for a mid-year compensation package.
The board also received a financial report from the Missouri State University Foundation. The foundation raised $21,534,074 in private gifts this past fiscal year. This is the largest amount of gifts we have ever received in a year. I want to congratulate Brent Dunn and his team for this important accomplishment.
The board also approved several procurement items and facilities projects. One facility project is the construction of National Pan-Hellenic Council (NPHC) plots on the Springfield campus. NPHC is a collaboration of historically African American Greek organizations. These plots will create a physical and symbolic NPHC presence on campus. This project represents yet another step Missouri State has taken to enhance our campus climate.
The board also discussed and approved several policy changes. The board approved a university-wide accessibility policy We have always made accessibility a priority on campus, but this policy emphasizes and clarifies the university’s commitment to maintaining a campus-wide physical and digital environment that is accessible to all individuals, including individuals with disabilities. The board also added provisions to awards and recognition policies clarifying the circumstances and procedures for revocation of university awards and recognitions. Finally, the codes of student rights and responsibilities on the Springfield and West Plains campuses were updated and clarified.
