I took refuge from a rainstorm in the high tunnel and found some distorted leaves in the primocane bearing raspberries. According to page 98 of the Midwest Small Fruit Pest Management Handbook, the culprit is the raspberry leafroller Olethreutes permundana, order Lepidoptera, family Tortricidae.
